OVERVIEW - BMSO vs. MCO vs. BWC vs. IC

The role of each entity is to ensure workers’ compensation claims are administered according to the laws and rules of the BWC/IC. Each entity has its own responsibilities.

1. BMSO (Benefit Management Services of Ohio, Inc.)

BMSO is the third party administrator (TPA) responsible for managing and administration of injury claims and technical services support relating to rates and potential alternative programs offered by BWC. Our focus is on containing and managing the employer’s overall claims costs. BMSO co-ordinates the efforts of the MCO, BWC and IC.

2. MCO (Managed Care Organization)

The managed care organization is responsible for receiving all initial notification of injuries and is responsible for the medical management of the claims only as well as payment to medical providers.

There is no cost for MCO participation.

3. BWC (Bureau of Workers’ Compensation)

BWC is responsible for the overall administration of claims and issuing the initial allowance or denial orders on all injures.

4. IC (Industrial Commission)

IC is responsible for hearing all contested issues which have been appealed either by the employee or the employer. The IC is charged with the responsibility of adjudicating contested issues.
